Division of Examination Activities
The Examination Activities Management is a structural unit of “Aviation Administration of Kazakhstan” JSC.
The Management provides leadership, planning and organization of examination activities for the issuance and renewal of aviation personnel certificates, ratings and special endorsements, as well as for the recognition of foreign certificates.
The activities of the Management are aimed at ensuring an effective system for assessing the professional competence of aviation personnel, improving examination activities procedures, and maintaining compliance with established requirements, ICAO Standards and Recommended Practices.
Mission:
To ensure an objective and effective system for determining the qualification level of aviation personnel, based on uniform requirements, the professional competence of examiners and assessors, as well as ICAO international Standards and Recommended Practices.
The mission of the Management is achieved through the development and continuous improvement of the examination activities system, the training and professional development of examiners and assessors, as well as the continuous improvement of approaches to assessing the competence of candidates.
Vision:
A modern, objective and unified examination activities system that ensures a high level of professional competence of aviation personnel of the Republic of Kazakhstan and complies with ICAO international Standards and Recommended Practices.
The Management strives for the continuous improvement of the qualification assessment system, the development of the professional competencies of examiners and assessors, the improvement of examination materials and procedures, as well as the strengthening of international cooperation in the field of examination activities.
Main Tasks:
Oversight of Examiners and Assessors
Conducting oversight of the activities of appointed examiners and assessors, as well as assessing the competency level of examiners and assessors and candidates for appointment.
Organization of Examination Activities
Managing, planning and organizing examinations for the issuance and renewal of aviation personnel certificates, ratings and special endorsements, as well as for the recognition of foreign certificates.
Improvement of Procedures and Guidance
Developing guidance and procedures and, where necessary, methodological materials for examiners and assessors.
Development of the Examiner Training System
Improving the training system for examiners and assessors and enhancing the quality of examination activities.
Development of the Qualification Assessment System
Establishing, maintaining and improving the system for determining the qualification level of candidates seeking aviation personnel certificates of all categories, ratings and special endorsements.
Examination Materials
Developing a bank of theoretical examination test questions and coordinating test items developed by appointed examiners.
International Compliance
Monitoring the compliance of regulatory documents with ICAO Standards and Recommended Practices (SARPs) and maintaining international cooperation on matters related to examination activities.
Oversight and Continuous Improvement
Participating, within the competence of the Management, in the implementation of the Safety Oversight Programme (SOP), flight safety oversight, and monitoring the implementation of corrective actions and Inspector’s Instructions.
