Today, Kazakhstan stands at the threshold of significant changes in the civil aviation sector aimed at its sustainable development.
The Civil Aviation Committee of the Republic of Kazakhstan intends to share initiatives that will help achieve new heights in ensuring safe, efficient, and environmentally friendly air transportation.
In line with global trends, the Committee is actively implementing environmentally friendly technologies in civil aviation. The goal is to reduce carbon emissions and minimize environmental impact. The transition to modern and fuel-efficient aircraft, as well as the introduction of alternative fuels such as biofuel and hydrogen, is being supported.
Recognizing that sustainable development of civil aviation is impossible without active international cooperation, Kazakhstan participates in projects and initiatives aimed at improving aviation infrastructure and enhancing flight safety. Cooperation with the International Civil Aviation Organization (ICAO) and other international structures enables the exchange of experience and adoption of best practices.
A key aspect of sustainable development is the modernization and development of airport infrastructure. It is necessary to introduce new technologies that improve operational efficiency and passenger service quality. It is important that airports comply with international standards and provide comfortable conditions for all passengers.
The Committee will actively support startups and innovative projects in aviation. The creation of new technologies and services aimed at improving safety and flight convenience will be an important part of the sustainable development plan.
The training of qualified professionals for the aviation sector is equally important. It is necessary to introduce new educational programs that help prepare specialists capable of implementing innovative projects and ensuring the sustainable development of civil aviation.
The Civil Aviation Committee of Kazakhstan plays a key role in implementing all the above initiatives. It is responsible for developing and introducing regulatory acts governing environmental standards in aviation and for monitoring compliance with international norms and standards. One of the Committee’s important tasks is coordinating the activities of all participants in the aviation process — from airlines to airports and educational institutions.
The participation and support of the civil aviation sector are essential to achieve these goals.

The aviation sector is undergoing a period of rapid change, and sustainable development is becoming the main vector of this transformation.
The growing global focus on the climate agenda, new scientific data, and international commitments require aviation to adopt deep, rapid, and systematic solutions.
On behalf of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, this transition is actively supported, while the AAK plays a key role in implementation — from introducing ESG approaches and improving reporting to developing cleaner energy solutions.
An important milestone in this process is the phased transition from TS-1 fuel to JET A-1, which creates the technological foundation necessary for the further introduction of Sustainable Aviation Fuel (SAF).
We place special emphasis on fulfilling international commitments under CORSIA, developing high-quality monitoring systems, and expanding industry competencies through cooperation with ICAO, EASA, ACT-SAF, and the global Finvest Hub initiatives.
The AAK will continue to strengthen efforts to introduce modern standards, expand access to knowledge and technologies, create financing mechanisms, and support companies on the path of energy transition.

Civil aviation plays a crucial role in the global economy, ensuring connectivity between countries and contributing to international trade and tourism. However, as air traffic volumes increase, the sector’s environmental impact also grows, making sustainable development one of the key priorities for all stakeholders.
In response to these challenges, ICAO has developed several programs and initiatives aimed at reducing aviation’s environmental impact. These include the CO₂ emissions reduction strategy targeting a 50% reduction in international aviation emissions by 2050 compared to 2005 levels. A key element is the introduction of more efficient technologies and alternative fuels.
ICAO is also actively working on reducing aircraft noise through new technologies and optimized flight routes. The Sustainable Aviation Fuel (SAF) program supports research and implementation of fuels capable of significantly reducing greenhouse gas emissions. The global emissions monitoring system (CORSIA) provides mechanisms for monitoring, reporting, and verifying carbon emissions from international flights.
A major development is the LTAG (Long-Term Aspirational Goals) initiative, which sets ambitious targets to achieve carbon neutrality in international aviation by 2050. LTAG establishes long-term benchmarks and encourages countries and airlines to implement innovative solutions, including new technologies, sustainable fuel sources, and flight management practices.
Achieving sustainable development goals requires collective industry efforts, including cooperation between governments and the private sector, exchange of knowledge and best practices, education, awareness-raising, and support for research and innovation.
Investments in research and new technologies are key to achieving sustainable development objectives, including LTAG goals. Sustainable development of civil aviation requires joint efforts from all stakeholders.

Carbon Offsetting and Reduction Scheme for International Aviation
CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation) is a global market-based measure developed by International Civil Aviation Organization to stabilize CO₂ emissions from international aviation at 2019–2020 levels.
Airlines are required to monitor and report CO₂ emissions from international flights.
Operators must offset growth in emissions by purchasing carbon credits.
Voluntary Phase (2021–2023), First Mandatory Phase (2024–2026), Second Mandatory Phase (2027–2035).
Only carbon credits from ICAO-approved programs may be used for offsetting purposes.
Since 2019, Kazakhstan has been implementing CORSIA requirements, ensuring monitoring and reporting of emissions from international flights.
Within the framework of CORSIA participation, Air Astana, SCAT Airlines, and Vietjet Qazaqstan Airlines submit CO₂ emissions data on a pilot basis, contributing to the development of practical mechanisms for data collection, analysis, and transmission to ICAO in accordance with international standards. The Aviation Administration of Kazakhstan coordinates CORSIA implementation, provides methodological support, and ensures quality control of the submitted data.
