The selection of candidates for vacant positions of Aviation Administration of Kazakhstan JSC is carried out on the basis of open and transparent competitive procedures.
A person who has expressed a desire to participate in the competition submits to the Company on hand (Astana, Mangilik el str., 55/15, block C 2.3.) or by mail to the email address vacancy@caa.gov.kz the following documents:
- application for participation in the competition with the list of attached documents;
- a completed employment record and a personal sheet (indicating the address of the actual place of residence and contact phone numbers);
- a copy of the identity document;
- notarized copies of educational documents in accordance with the qualification requirements for the position;
(Copies of documents on education received by nationals of the Republic of Kazakhstan in foreign educational institutions shall be supplemented by copies of certificates of recognition or nostrification of these education documents issued by the authorized body in education, with the exception of education documents issued by foreign higher educational institutions, scientific centers and laboratories to citizens of the Republic of Kazakhstan - holders of Bolashak international scholarship as well as those falling under the international treaty (agreement) on mutual recognition and equivalence; Copies of education documents issued to Bolashak international scholarship holders shall be supplemented by a copy of the certificate of completed training under the international scholarship of the President of the Republic of Kazakhstan "Bolashak" issued by the Joint Stock Company "Center for International Programs". The participant of the competition, if available, provides additional information concerning his education, work experience, professional level (copies of documents on advanced training, awarding academic degrees and titles, scientific publications, recommendations from the management of the previous place of work).

The costs of participation in the competition (travel to the place of the interview and back, rental of residential premises, accommodation, use of communication services of all types) are borne by citizens at their own expense.

Develops proposals to improve the legislation of the Republic of Kazakhstan on regulating and coordinating the activities of airports, airfields (heliports) and harmonizing the regulatory framework of the Republic of Kazakhstan in the field of managing hazards caused by birds and other animals with the standards and recommended practices of ICAO; Participates in the development of draft regulatory legal acts regulating and regulating the activities of civil aviation in relation to the management of hazards caused by birds and other animals.; Accepts and processes applications from individuals/legal entities for permission to operate and locate facilities in the airfield area that may lead to a mass gathering of birds and pose a threat to aircraft flight safety.; Carries out an assessment of the impact of activities and the placement of facilities on the airfield territory of the airfield for attracting birds and threats to the safety of aircraft flights.; Issues permits or revokes permits in accordance with the Rules for Issuing Permits for Activities that may pose a threat to aircraft Flight Safety.; Other instructions from the management.
1. High (or postgraduate) education in the field of natural sciences (biology) or higher (or postgraduate) education with a certificate (or diploma) of professional training in the management of hazards caused by birds and animals;
2. Work experience in the field of aviation ornithology for at least five years or at least seven years of experience in the field of ornithology;
3. Knowledge of the languages required for office management in the organization, as well as English at least at an average level (professional terminology in the field of activity);
4. Knowledge of the requirements of international standards and recommended practices of ICAO (DOC 9981 and DOC 9137 part 3, as well as Annex 14 of ICAO), the legislation of the Republic of Kazakhstan in the field of civil aviation in terms of requirements for ornithological flight support, as well as knowledge and practical application of the norms of the Administrative Procedural Code of the Republic of Kazakhstan.
Develops documents regulating AAK’s activities related to the coordination of international and image-related events organized by AAK’s structural divisions (symposia, conferences, round tables, seminars, etc.), events held in the Republic of Kazakhstan in which AAK participates as an organizer or co-organizer, as well as internal working events held within AAK (rules, standard procedures, checklists, memos, etc.);
Coordinates the preparation and approval by AAK Management of the “Activity Plan for the Calendar and Budget Year”;
Provides coordination support to AAK departments in submitting tender applications for the public procurement of event organization services;
Provides coordination support to AAK departments in planning events, including assistance in preparing and adjusting budgets;
Provides coordination support to AAK departments in the process of accepting services related to event organization within its competence, excluding financial reports, acts, and other financial documents;
Provides coordination support to AAK departments in preparing reports on conducted events within the framework of AAK’s internal reporting requirements (certificates, programs, etc.), excluding financial reports, acts, and other financial documents;
Provides coordination support to AAK’s Public Relations Office in covering international and internal events organized by or with the participation of AAK, in accordance with AAK’s internal communication policy;
Provides coordination support to AAK departments in conducting internal business events (conferences, round tables, seminars, etc.), limited to budget planning and adjustment, and maintaining the AAK Event Schedule;
Supports the further development of AAK’s relations with aviation partners;
Performs other duties arising from the internal documents of the Company and within the competence of the Department, as well as other assignments of the Management.
1. Higher or postgraduate education in one of the following fields: social sciences, economics and business (international relations, economics, management, accounting and audit, finance, world economy, business administration), or services (organization of transportation, traffic management, and transport operations);
2. At least five years of work experience in the field of law or international relations, or at least three years of experience in the field of civil aviation in international relations;
3. At least three years of experience in organizing events;
4. Knowledge of languages required for conducting record management in the organization;

Participation in the improvement and development of draft regulatory legal acts for regulating and promoting initiatives in civil aviation; work on establishing sustainable interaction with civil aviation organizations and entities; interaction with international organizations; development and support of strategic sectoral initiatives in the field of civil aviation; preparation of analytical proposals on international and interagency cooperation; coordination of the implementation of strategic initiatives with stakeholders; participation in the preparation of program and conceptual documents; monitoring and evaluation of the effectiveness of the implementation of strategic initiatives and partnerships; decision-making on issues within the competence of the Division; and performance of other assignments of the Company’s management within the competence of the Division.
1. Education:
Higher or postgraduate education in one of the following fields: humanities (international relations); or social sciences, economics and business (public and local administration, economics); or engineering and technology (transport, transport equipment and technologies); or services (transport organization, traffic management and operation of transport, international transportation); or law (international law, jurisprudence).
2. Work experience:
At least seven years of work experience, including at least two years in the field of specialization, or at least five years of work experience in civil aviation organizations, including at least one year in an authorized body or authorized organization.
3. Knowledge of legislation in the field of airspace use of the Republic of Kazakhstan and civil aviation activities.
4. Knowledge of ICAO standards and recommended practices, as well as other international documents in the field of civil aviation.
5. Knowledge of languages required for conducting documentation and record management in the organization.

1. Performs work on the review and analysis of documents submitted by applicants for obtaining a certificate of operator of unmanned aircraft systems;
2. Performs work on the review of initial theoretical and practical training programs, as well as retraining programs for operators of unmanned aircraft systems;
3. Participates in certification surveys as part of the certification process of the Aviation training center for the training of operators of unmanned aircraft systems;
4. Participates in the development of regulatory legal acts on issues of unmanned aviation in terms of the airworthiness of unmanned aircraft systems.
1) Higher or postgraduate education: technical sciences and technologies (aviation engineering and technology, flight operation of aircraft and engines, transport, transport equipment and technology), humanities (international relations);
2) At least 7 years of experience in the aviation industry as a specialist engaged in operational activities or flight safety, or at least 2 years of work as an aviation inspector of an authorized body (authorized organization) in the field of civil aviation, special training in the field of unmanned aviation is preferred;
3) Knowledge of ICAO standards, recommendations and procedures, as well as other international documents in the field of control and supervision of civil aviation organizations;
4) Knowledge of the languages required for office management in the organization, as well as English at least at the upper-intermediate level.
