Announcement of a competition for a vacant position

The selection of candidates for vacant positions of Aviation Administration of Kazakhstan JSC is carried out on the basis of open and transparent competitive procedures.


A person who has expressed a desire to participate in the competition submits to the Company on hand (Astana, Mangilik el str., 55/15, block C 2.3.) or by mail to the email address vacancy@caa.gov.kz the following documents:


  1. application for participation in the competition with the list of attached documents;
  2. a completed employment record and a personal sheet (indicating the address of the actual place of residence and contact phone numbers);
  3. a copy of the identity document;
  4. notarized copies of educational documents in accordance with the qualification requirements for the position;
    (Copies of documents on education received by nationals of the Republic of Kazakhstan in foreign educational institutions shall be supplemented by copies of certificates of recognition or nostrification of these education documents issued by the authorized body in education, with the exception of education documents issued by foreign higher educational institutions, scientific centers and laboratories to citizens of the Republic of Kazakhstan - holders of Bolashak international scholarship as well as those falling under the international treaty (agreement) on mutual recognition and equivalence;       Copies of education documents issued to Bolashak international scholarship holders shall be supplemented by a copy of the certificate of completed training under the international scholarship of the President of the Republic of Kazakhstan "Bolashak" issued by the Joint Stock Company "Center for International Programs".       Copies of certificates of recognition of these education documents issued by the authorized body in education shall be attached to the copies of education documents that are subject to an international treaty (agreement) on mutual recognition and equivalence;)
  5. notarized copies of documents confirming employment (for persons with work experience);
  6. notarized copies of documents confirming the availability of special knowledge or professional training in accordance with the requirements;
  7. a certificate of health status in the form approved by the authorized body in the field of healthcare;
  8. a certificate of the presence or absence of information about the commission of a corruption crime;
  9. at least two recommendations from previous employers.

The participant of the competition, if available, provides additional information concerning his education, work experience, professional level (copies of documents on advanced training, awarding academic degrees and titles, scientific publications, recommendations from the management of the previous place of work).

The costs of participation in the competition (travel to the place of the interview and back, rental of residential premises, accommodation, use of communication services of all types) are borne by citizens at their own expense.


The candidacy of foreign employees is considered within the framework of the current legislation of the Republic of Kazakhstan on attracting foreign labor (foreign candidates at the initial stage of selection can provide an employment record (CV) and a cover letter, and the requested documents, specified in paragraphs 1-9, before concluding an employment contract).

Flight Safety Senior Director chevron
Responsibilities:
  1. supervises the activities of subordinate structural subdivisions;
  2. controls the safety of flights of aircraft in civil and experimental aviation; coordinates issues on operational management in the use of airspace, air navigation;
  3. coordinate the work on the development of regulatory legal acts on issues within the competence of the responsible structural subdivisions; 
  4. control over the issuance of airworthiness certificates, operator certificates, certification of airports, technical centers, training aviation centers, issuance of permits for non-scheduled flights of foreign and Kazakhstani civil aircraft operators, for the implementation of infrastructure projects;

Deputy general director aviation safety chevron
Responsibilities:

1.    Manage and supervise the activities of subordinate structural subdivisions (flight operations, airworthiness, air navigation, personnel licensing, aerodromes and ground operations domains) through the Senior Director Flight Safety and the Senior Director of Aviation Infrastructure, as well as Aviation Medicine and UAS department.

2.    Oversee the Annual Oversight Safety Programme and its effective and efficient implementation.

3.    Control the safety of flights of aircraft in civil and experimental aviation; coordinates issues on operational management in the use of airspace, air navigation.

4.    Control over the issuance of airworthiness certificates, air operator certificates, certification of airports, maintenance technical centers, aviation training organizations, personnel licenses, implementation of infrastructure project. 

5.    Oversee air operators, maintenance technical centers, aviation training organizations, aircraft, aviation medical experts/centers, aerodrome (heliport) operators, the maintenance of aerodrome (heliport) facilities, landing sites and the quality of aerodrome services (works), unmanned aviation systems, within the deadlines established by the oversight program, taking into account the risks to flight safety.

6.    Participate in the development of Strategy, Plans, and Projects of the AAK, to the extent related to the competence of the subordinated structural subdivisions.

7.    Participate in the assessment and analysis of factors and conditions aimed at ensuring the sustainable development of the civil aviation industry of the Republic of Kazakhstan. 

8.    Coordinate the work on the development of regulatory legal acts on issues within the competence of the responsible structural subdivisions to harmonize with ICAO SARPs and best international practice. 

9.    Participation in the preparation of proposals to improve legislation in the field of civil aviation, including considering the standards and recommended practices of the International Civil Aviation Organization (ICAO) and best international practice. 

10.    Representing AAK in the international aviation context.

Requirements:

1.    Higher (Batchelor) or postgraduate (Master's degree) education.

2.    A minimum of fifteen (15) years of experience, of which at least ten (10) years should be in a civil aviation authority, airport, airline, air navigation services or similar aviation-related organization is required, including at least 5 years in a managerial position.

3.    Practical experience in planning and managing civil aviation programs at the senior level of responsibility is required.

4.    Experience at the international level, having dealt with aviation matters crossing national boundaries, including high-level negotiations with government authorities is required.

5.    Proven experience in leading and guiding a multidisciplinary, multinational and multicultural team of aviation experts to achieve organizational goals is required.

6.    Knowledge of regulatory framework governing relations in civil aviation, documents of the International Civil Aviation Organization (ICAO), is required.

7.    Experience in managing aviation safety or air navigation programmes/projects within an international or regional organization, national government, or major service provider (airport, airline or air navigation services provider) is required.

8.    English language advance level is required. Knowledge of another ICAO official language is desirable.

9.    Experience in managing or coordinating technical assistance, capacity development and implementation of activities related to aviation safety, air navigation or aviation security is desirable.

Responsibilities:

1. Carries out management and coordination of the department activities, determines the responsibility and duties of the employees of the department.

2. Participates in the development of the development strategy, plans, projects of the AAK within the competence of the department.

3. Develop proposals for improving the legislation of the Republic of Kazakhstan and harmonizing the regulatory legal framework of the Republic of Kazakhstan with the standards and recommended practices of the International Civil Aviation Organization.

4. Organizes the planning, implementation of measures to control and supervise the provision of flight safety in the field of flight operation of aircraft.

Requirements:

1. Higher or postgraduate (master’s) education in the technical sciences and technologies (flight operation of aircraft and engines).

2. At least ten years of work experience in the field of civil aviation, including in flight command positions for at least five years or at least five years as an OPS aviation inspector in aviation authorities.

3. Current or former ATPL(A) with aircraft type ratings or Aircraft maintenance license (AML).

Requirements:

1. Identifies violations in the field of training and determining the level of qualification of aviation personnel.

2. Controls and supervises over designated examiners activities.

3. Coordinates and monitors the relevance of the bank of test tasks.

4. Assesses the competence of candidates for designation or extension of the examiner's powers.

5. Monitors correspondence and coordinates documentation regarding the designation of examiners for the qualification exam.

6. Participates in the conducting of inspection and certification checks in terms of the activities of examiners.

Requirements:

1) Higher or postgraduate education in technical science and technology (flight operation of aircraft and engines) and work experience in the acquired aviation specialty not less than three years, or higher or postgraduate education and professional training in aviation specialty and work experience in the acquired aviation specialty not less than five years;

Responsibilities:
  1. general management of the airworthiness engineering department, planning its activities, as well as coordinating and controlling the work of inspectors and distributing applications for certification received through the e-license portal.
  2. monitors the process of tracking and effective implementation of the plan for supervision of organizations for the development and manufacture of aircraft and aviation equipment.
  3. submits to the management of the department reports on inspection and control by organizations for the development and manufacture of aircraft and aviation equipment.

  1. monitors compliance with the standards and recommended practices of the International Civil Aviation Organization (ICAO) legislation of the Republic of Kazakhstan.

Responsibilities:
  1. Provision of state services, provided for by the Policy of the Department, for the certification of civil aircraft, aviation equipment, AMO, the issuance and renewal of relevant certificates (certificates) using the guidance material.

Responsibilities:

  4. Supervises the activities of aircraft operators within the time limits established by the surveillance program, taking into account the risks to flight safety.
  5. Issues inspection orders to individuals or legal entities to eliminate violations in cases where, following the results of control and supervision, violations of the requirements of the legislation of the Republic of Kazakhstan in the field of using the airspace of the Republic of Kazakhstan and aviation activities are detected.
  6. Carries out control over the provision of flight safety by individuals and (or) legal entities, whose activities are not subject to certification by an authorized organization in the field of civil aviation, on issues of flight operation.
Requirements:
  1. Higher or postgraduate education in the specialty: technical sciences and technologies (flight operation of aircraft and engines or aviation equipment and technologies) or higher education and a certificate of professional training in the specialty: “flight operation of aircraft and engines”.
  2. At least five years of work experience in the field of civil aviation with at least two years in the position of an aviation inspector in the aviation authorities.
  3. At least 500 hours of total flight time.
  4. The availability of a valid or the presence of a pilot's license in the past with aircraft type ratings.
  5. Knowledge of the International Civil Aviation Convention, ICAO standards and recommended practices, civil aviation legislation of the Republic of Kazakhstan.

Responsibilities:
  1. Considers and works with appeals, letters and petitions of civil aviation organizations, government agencies, individuals on the flight operation of aircraft in terms of the activities of the cabin safety.
  2. Reviews, submits for approval the flight operations manual regarding the activities of the cabin safety, controls the introduction of changes by the operators.
  3. Personally participates in the certification of civil aircraft operators in part relating to cabin safety.
  4. Supervises the activities of aircraft operators in terms of the activities of the cabin safety within the time frame established by the surveillance program, taking into account the risks to flight safety.
  5. Maintains a database of supervised civil aircraft operators in terms of cabin safety activities.
  6. Maintains an electronic database of inspections performed by AAK appointed cabin safety examiners.
Requirements:
  1. Higher (or postgraduate) education: engineering science and technology (aviation engineering and technology) or business, management and law (economics, management, jurisprudence, international law) or the humanities (foreign philology, translation).
  2. At least three years of work experience in the field of civil aviation, including experience as a member of a Cabin Crew with an airline.
  3. Cabin Crew qualifications current or in the past with aircraft type ratings.
