ICAO Global Aviation Security Plan

In September 2016, delegates of the 39th ICAO Assembly agreed on the need to accelerate the development of the Global Aviation Security Plan (GASeP) as the basis for future aviation security policies and programs. Replacing the ICAO Comprehensive Aviation Security Strategy (ICASS), the GASeP addresses State and industry leadership needs to improve aviation security by proposing a set of internationally agreed priorities, objectives and goals.

The GASeP provides a framework for states, industry, stakeholders, and ICAO to work together with the common goal of improving aviation security worldwide and achieving five key priority outcomes, namely (a) improving risk awareness and response, (b) developing an aviation security culture and human capabilities, (c) enhancing technical resources and encouraging innovation, (d) improving oversight and quality control, and (e) developing cooperation and support.

The plan calls for action at the global, regional and national levels, as well as by industry and all other stakeholders, to improve implementation of Annex 17, Security; greater efforts are also needed on the part of ICAO to strengthen its ability to support States in this regard.

A critical part of the plan is its implementation roadmap, which contains 94 objectives in 32 actions aimed at achieving 5 key priority outcomes that set goals prior to the 40th ICAO Assembly in 2019. Each objective has a set of indicators and a target date for implementation. This roadmap is a living document and will be periodically reviewed and adjusted as necessary to reflect new and emerging aviation security threats.

Security culture

Culture is a set of norms, beliefs, values, attitudes and assumptions that are inherent in the daily activities of the organization. They are reflected in the actions and behavior of all units and personnel of the organization. Security culture is no different. Security is everyone's responsibility - from start to finish - and should be built into all areas of the organization.

ICAO EUR/NAT Aviation Security Group (ENAVSECG)

The ICAO EUR/NAT Aviation Security Group (ENAVSECG) was established in 2012 at the request of States and in accordance with the Joint Statement of the Regional Conference on Aviation Security in Europe (Moscow, Russian Federation 22 November 2011) with the aim of strengthening aviation security at the regional level and enhancing cooperation between all stakeholders in the field of aviation security.

ECHO

A subgroup of international experts under the auspices of the aviation security group for the Europe and North Atlantic region was established in October 2019 (EUR/NAT). The objectives of the subgroup (ECHO) are to achieve coordinated and sustainable capacity building on aviation security in the EUR/NAT region states. ECHO's work aims to provide a region-wide and impartial mechanism for cooperation and coordination of capacity building activities in the EUR/NAT region (and beyond, if relevant and achievable). ECHO activities contribute to the "No Country Left Behind" initiative and enable all States in the EUR/NAT region to jointly achieve the goals of the ICAO Global Aviation Security Plan.
