General idea of search and rescue support of flights on the territory of the Republic of Kazakhstan

Proceeding from the international obligations of the Republic of Kazakhstan, the great importance of saving people's lives, in particular persons in distress in the aviation and maritime spheres of activity, is recognized. In this regard, the Republic of Kazakhstan has established the legal framework for the functioning of the search and rescue system on its territory and ensured the implementation of a number of organizational measures to support it, including the allocation of human, material and financial resources.

Search and rescue is organized throughout the territory of the Republic of Kazakhstan and in the adjacent waters of the Caspian Sea, in which search and rescue areas are established. The boundaries of the search and rescue areas coincide with the areas of flight information or the areas of responsibility of local control points or areas or radii of search and rescue aircraft.

Throughout the territory of the Republic of Kazakhstan and the adjacent water area of the Caspian Sea, which are included in the area of responsibility of search and rescue support flights, the availability of:

- search and rescue coordinators capable of initiating and coordinating search and rescue operations on land, at sea and in the air, 24 hours a day, seven days a week;

- properly located and trained ground, sea and air search and rescue forces and facilities available for search and rescue operations at the request of search and rescue coordinators;

- search and rescue forces and long-range means capable of conducting operations in established search and rescue areas and in order to help neighboring regions.

Search and rescue support of flights includes:

1) the organization of the duty of search and rescue forces and means, the organs of internal affairs (ATC);

2) equipping search and rescue forces and means with rescue equipment and equipment;

3) equipping the aircraft and flight personnel with rescue and life support equipment.

Search and rescue operations (work) (hereinafter referred to as SARO (W)) include the search and assistance to persons who are or are considered to be in imminent danger of death. Two operations – search and rescue – can take different forms, depending on whether they are both required or not, on the size and complexity of the operation, as well as the available personnel and equipment. Search and rescue does not include the rescue or preservation of property, except in cases where the action is inseparable from the action to protect human life.

SARO (W) are organized and conducted for the purpose of rescuing passengers and crews of aircraft suffering or in distress. This function is carried out due to the ability of various authorities and organizations to coordinate the implementation of some or all of the following actions:

1) receive detailed information about people on board aircraft in distress or requiring assistance, monitor, investigate and evaluate such information;

2) deploy the appropriate search and rescue forces and means, maintain communication between them and the appropriate coordinators of operations;

3) to maintain search and rescue forces and means in constant readiness;

4) deliver the rescued persons to a safe place.
