Obtaining and Extending the Scope of a Certificate
From preliminary preparation and document approval to the certification inspection and final decision.
Before official submission
The preparatory stage ensures that the key documents, personnel and proposed training scope are ready for the formal procedure.
Agree in advance with AAK
- ATO instructor personnel;
- Training and Procedures Manual;
- Quality Manual;
- professional training programmes;
- Safety Management System Manual — if applicable.
Prepare for official submission
- application for certification;
- electronic copies of constituent documents;
- Training and Procedures Manual;
- Quality Manual;
- Safety Management System Manual — where required;
- staff schedule;
- contracts supporting the training process — if any;
- information on the financial and economic position;
- information confirming payment for the public service.
Certification Procedure

The applicant is advised to review Rules No. 115 and Certification Requirements No. 158 in advance and define the planned professional training programmes, organisational structure, personnel and material and technical base.
The preliminary meeting covers
- legal status and organisational structure;
- planned professional training programmes;
- ATO personnel and instructor qualifications;
- material and technical base and, for flight training, aircraft;
- readiness of manuals, the quality system and SMS — where required.
Processing time
- ATO instructor and examiner personnel — 10 working days;
- Training and Procedures Manual — 60 working days;
- professional training programme — 60 working days.
Submission
- through the eGov.kz portal using the prescribed form;
- using an electronic digital signature (EDS);
- for manuals and programmes — with an electronic copy of the relevant manual and/or programme attached;
- for personnel approval — with documents concerning ATO instructor and examiner personnel in accordance with the established requirements.
The application is submitted electronically through the portal. Certification and extension of the certificate scope are carried out after the required fee has been received.
- 2 working days — completeness check of the document package;
- 5 working days — review of documents against the requirements;
- if the package is incomplete or contains expired documents, the applicant is notified through the portal.
- the commission is appointed by AAK following a positive document review;
- the applicant is notified in advance of the start of the inspection;
- ATO documentation and structure, personnel, training and methodological work, the quality system, SMS — if applicable, and the material and technical base are inspected;
- the inspection report is sent to the applicant after signing within the prescribed period.
If the result is positive, an ATO certificate is issued. The certificate is valid for 2 years. When the scope is extended, the validity period of the current certificate remains unchanged.
If non-conformities are identified
Classification depends on the effect of the identified non-conformity on the ability to carry out the activity.
Level 1
Prevents the activity from being carried out. The certificate is refused; measures provided for by the Rules are applied to an existing certificate.
Level 2
Does not prevent the activity, provided the non-conformity is rectified or agreed restrictions are imposed. A corrective action plan is required.
Level 3
Does not prevent the activity and is rectified as the operation is improved; a separate corrective action plan is not required.
The time limits and procedure for submitting a corrective action plan should be checked against the current version of Order No. 115 and the list of basic requirements for the public service.
Other services for an existing ATO
Extension of scope
Provided as a separate public service. Extension of the scope does not extend the validity period of the current certificate.
Personnel approval and changes
The source guidance separately provides for approval of instructor and examiner personnel and for changes that do not alter the scope of the certificate.

Use and Recognition of Foreign Approved Training Organisations (ATO)
Before sending personnel for training, verify that the ATO is recognised and that the selected programme falls within the scope of the recognised certificate.
What to check
Recognition status
A foreign ATO may provide training to aviation personnel after its certificate has been recognised by AAK in accordance with the established procedure.
Matching details
The training centre name and certificate number must match the information published in the Register.
Scope
Training may be provided only under the programmes and types of training listed in the Register and within the scope of the recognised certificate.
Before applying for recognition
The Licensing Department recommends reviewing the professional training programme of the foreign ATO in advance for compliance with the regulatory legal acts of the Republic of Kazakhstan in civil aviation.
Recognition result
After recognition, a foreign ATO may be used only within the recognised scope and for the training programmes included in the published Register.
Aviation Personnel Training
Professional training in civil aviation includes initial training, retraining and maintenance of the professional level.
Initial training
Conducted at aviation training centres under professional training programmes for the relevant category of aviation personnel.
Retraining
Conducted at aviation training centres and provides the knowledge and skills required when the type of activity, equipment or qualification changes.
Maintenance of professional level
May be conducted at aviation training centres and/or civil aviation organisations in accordance with the applicable programmes.
Model programmes
The principles, implementation procedure, stages and minimum training volumes are defined by model programmes for professional training of aviation personnel involved in flight safety.

When using FSTD and confirming English language proficiency, check the current registers of certified training devices and approved testing organisations.
