Air Traffic Services (ATS)

In accordance with article 22 of the Law on the Use of the Airspace of the Republic of Kazakhstan and Aviation Activities (Law of the Republic of Kazakhstan dated July 15, 2010 No. 339-IV), air traffic services include the following types:

1) air traffic control service, which means the service provided in controlled airspace for the purposes of:

- preventing collisions between aircraft and aircraft with obstacles in the maneuvering area;

- acceleration and regulation of air traffic;

2) flight information service, the purpose of which is to provide advice and information using available means of communication to ensure the safe performance of flights;

3) emergency notification, which is a service provided to notify relevant organizations about aircraft in need of assistance from search and rescue services, and to provide the necessary assistance to such organizations.

Air traffic control services are divided into:

- area control service to provide air traffic service of flights in controlled airspace;

- approach control service to provide air traffic service for flights that are associated with the arrival and departure of aircraft from airfields (heliports);

- aerodrome control service to provide air traffic service for aerodrome traffic.

To provide air traffic control services, the air traffic service authority:

1) it is provided with information about the expected movement of each aircraft or its changes, as well as the latest information about the actual flight progress of each aircraft;

2) determines, on the basis of the information received, the comparative location of the aircraft about which it is notified, in relation to each other;

3) issues permits and information to prevent collisions between aircraft controlled by him, as well as to accelerate and maintain an orderly flow of traffic;

4) if necessary, coordinate permits with other air traffic service authorities (air traffic control) when the aircraft may create a conflict situation with other aircraft flying under the control of other air traffic service authorities (air traffic control), or before transferring control of the aircraft to other air traffic service authorities (air traffic control movement).

The organization and provision of air traffic control services, including requirements for the separation of aircraft, are determined by the Instructions for the Organization and Maintenance of Air Traffic.

Air traffic control clearance issued by air traffic service authorities are based on the requirements for providing air traffic control services.

Flight information services are provided to all aircraft whose flight may be affected by this information and which are provided with air traffic control services or whose location is known to the air traffic service authority.

Emergency notification is provided by:

1) all aircraft provided with air traffic control services;

2) all other aircraft that have submitted a flight plan or whose location is known to the air traffic services authority;

3) any aircraft in respect of which it is known or assumed that they are the object of unlawful interference.

Currently in the Republic of Kazakhstan:

- controlled airspace (where air traffic control services are provided) – 2,757,300 sq. km;

- total length of air routes – 119,055 km;

- number of air corridors with neighboring states – 73;

- more than 1,000 aircraft are monitored daily.

The Republican State Enterprise "Kazaeronavigatsia" is the largest provider of air navigation services in the Republic of Kazakhstan and provides air traffic services in the entire airspace of the Republic of Kazakhstan (with the exception of individual airfields) and part of the airspace over the Caspian Sea (including 4 enlarged regional centers and 24 airfield control points).

“Caspian Radio Services” LLP is a provider of air navigation services at the Tengiz airfield (Tengizchevroil LLP).

“Aviation Education Training Center” LLP provides aerodrome flight information Service (AFIS) at the uncontrolled “Balapan” airfield.

“Aviation Training Center” LLP provides aerodrome flight information service (AFIS) at the uncontrolled “Zholaman” airfield.

The average number of specialists involved in air traffic services is 750 people.

Air traffic services refers to activities subject to control and supervision to ensure flight safety and aviation security in the field of civil and experimental aviation.

The Air Navigation Department of JSC "Aviation Administration of Kazakhstan" carries out technical control and supervision over compliance with the requirements established by the legislation of the Republic of Kazakhstan on the use of the airspace of the Republic of Kazakhstan and aviation activities.
