Conditions for state registration of civil aircraft


A civil aircraft shall be registered in the State Register of Civil Aircraft of the Republic of Kazakhstan at the request of its owner (owner) or operator only if:


  1. the aircraft is not registered in another state;
  2. the owner or operator of the aircraft is an individual or a legal entity of the Republic of Kazakhstan;
  3. the owner or operator of the aircraft is not a person included in the list of organizations and individuals associated with the financing of proliferation of weapons of mass destruction, and (or) in the list of organizations and individuals associated with the financing of terrorism and extremism, in accordance with the legislation of the Republic of Kazakhstan, except for the aircraft confiscated and (or) recovered by court order;
  4. the aircraft type certificate or other similar document has been issued or recognized as valid by an authorized civil aviation organization;
  5. the calendar period of operation of the aircraft intended for the carriage of goods (the period calculated from the date of release of the aircraft to the date of registration) does not exceed twenty-five years;
  6. the service life of the aircraft intended for cargo transportation, calculated by the number of flight cycles and by hours, not more than two-thirds of the set factory service life (with an official confirmation of the manufacturer's plant or design bureau);
  7. availability of equipment ensuring the transmission of data on the status and location of the board intended for the transportation of goods through ground and satellite channels.


An aircraft included in the State Register of Civil Aircraft of the Republic of Kazakhstan complies with the norms of airworthiness of civil aircraft of the Republic of Kazakhstan, approved by Order No 367 of the Acting Minister for Investments and Development of the Republic of Kazakhstan dated March 27, 2015 (registered in the Register of State Registration of Legal Acts under No 12038) (hereinafter - airworthiness norms) and requirements.

When providing the service on the principle of "one application" - 25 business days, of which:

  • when issuing a certificate of state registration of civil aircraft of the Republic of Kazakhstan - 20 (twenty) working days;
  • when issuing an aircraft noise certificate and (or) a permit to use radio transmitting equipment - five (5) business days.
4 Form of public service delivery Electronic (fully automated) / rendered on the principle of "one application".
5 The result of a public service

Issuance of the certificate of state registration of civil aircraft, introduction of amendments to the certificate of state registration of civil aircraft or a reasoned response on refusal to render the state service.

Form of providing the result of the state service: Electronic (fully automated) / rendered according to the principle of "one application".
6 The amount of fees charged from a service recipient in the provision of a public service, and the ways of charging them in cases stipulated by the legislation of the Republic of Kazakhstan

The certification fee shall be charged in the manner and amount determined by the Code of the Republic of Kazakhstan dated December 25, 2017 "On Taxes and Other Obligatory Payments to the Budget" (Tax Code).

The rates of the fee for the registration of civil aircraft shall be:

  1. for state registration of civil aircraft - 7 monthly calculation indices in force on the date of payment of the fee;
  2. for the re-registration of civil aircraft - 7 monthly notional units, valid on the date of payment of the fee.

The fee may be paid in cash and non-cash through second-tier banks and organizations which carry out certain types of banking operations, as well as non-cash through the payment gateway of the "electronic government".

Budget classification code 105428 "Registration fee credited to the national budget" (KBC 105428).

According to Article 552 of the Tax Code, the amounts of fees are calculated at the established rates and are paid at the location of the payer of fees before submitting the relevant documents to the authorized state body or before receiving authorization documents.


The state revenue authority at the location of the taxpayer is indicated as the beneficiary.
7 Schedule of work
  1. portal - round the clock, except for technical breaks, due to repair works (when the service recipient applies after the end of business hours, on weekends and public holidays according to the labor legislation of the Republic of Kazakhstan, acceptance of application and issuance of state service results is carried out on the next business day);
  2. Service Provider - Monday through Friday inclusive, from 9.00 till 18.30 hours with lunch break from 13.00 till 14.30 hours, except weekends and holidays according to the labor laws of the Republic of Kazakhstan
8 Grounds for refusal to provide a public service established by the laws of the Republic of Kazakhstan
  1. Determination that the documents submitted by the applicant and (or) the data (information) contained therein are unreliable;
  2. non-compliance of the applicant and (or) submitted materials, data and information with the requirements of these Rules, airworthiness standards, the Law;
  3. there is an effective court decision (sentence) prohibiting activities or separate activities that require a service in relation to the applicant
  4. there is an effective court decision with respect to the applicant, on the basis of which the applicant is deprived of a special right related to the receipt of the service.
9 Other requirements, taking into account the peculiarities of the provision of a public service, including those provided in electronic form

  • the state service in electronic form through the portal on condition of availability of EDS;
  • information on the procedure and status of the provision of public services in remote access through the "personal office" of the portal, as well as the single contact center on the provision of public services.

List of the required documents chevron
  1. application for state registration of the aircraft;
  2. electronic copy of the constituent document (for legal entities) or electronic copies of the identity document (for foreign individuals) or notarized constituent documents (for foreign legal entities);
  3. electronic copy of the contract of sale or other document confirming the right of ownership in the state and/or Russian languages or electronic copy of a notarized contract of sale or other document confirming the right of ownership in English with an official translation (for foreign individuals and legal entities);
  4. electronic copy of the document confirming the written consent of the participants of shared ownership when selling a share in the right of common ownership of an aircraft to a person who is not a participant in the ownership of the aircraft (in the case of shared ownership);
  5. electronic copy of a lease, leasing, property rent or other document confirming the right to use the aircraft in the state and/or Russian languages, or electronic copy of a notarized lease, leasing, property rent or other document confirming the right to use the aircraft in English with an official translation (for foreign individuals and legal entities);
  6. an electronic copy of the certificate of acceptance of the civil aircraft;
  7. electronic copy of the certificate of inspection of the technical condition of the aircraft;
  8. electronic copy of the type certificate or equivalent document certifying its compliance with the airworthiness standards issued by the state of the civil aircraft's developer.


The following documents are provided if available:

  1. electronic copy of the document confirming the removal of the civil aircraft from the state aviation register or from the civil aircraft register of a foreign state;
  2. electronic copy of the export airworthiness certificate;
  3. electronic copy of the aircraft conversion documents;
  4. electronic copy of the provisional airworthiness certificate issued by the manufacturer;
