How to obtain the Authorization
The procedure applies to three areas of activity: flight crew members, air traffic services (ATS) personnel, and aircraft maintenance (AML) personnel. The application and documents are submitted through the unified «e-Otinish» platform. Click a step to see details.
Preparing to apply

General requirements for the candidate
- A valid aviation personnel licence with ratings for the declared area of activity
- A valid instructor special rating (except for examiners (assessors) of AML personnel)
- At least three years of practical experience in the relevant field of activity
- Completion of examiner (assessor) professional training courses at an organization approved by AAK JSC
- Knowledge of the regulatory legal acts of the Republic of Kazakhstan on examiner activity and the Examiner's Manual

Flight crew members
Designation
- An application in free form addressed to the Chief Executive Officer — Chairman of the Management Board of AAK JSC requesting designation as a flight crew examiner
- A recommendation for flight crew members in the form of Annex 16 to Rules No. 517
- A copy of the identity document (passport)
- A copy of the licence and its annex for the flight crew member
- A copy of the valid certificate of completion of examiner refresher training for the relevant qualification
- A copy of the valid certificate of completion of instructor refresher training
- A copy of the document confirming flight hours as a flight instructor, depending on the examiner's qualification
- A copy of the Flight Crew Examiner Assessment of Competence sheet, in the form of Annex 3 to the Procedure, and the License Proficiency Check report
- A copy of the certificate recognizing a foreign aviation personnel licence (if applicable)
Extension
- An application in free form requesting extension of flight crew examiner authorization
- A copy of the identity document (passport)
- A copy of the licence and its annex for the flight crew member
- A copy of the valid certificate of the professional proficiency continuation course for flight crew examiners
- A copy of the document confirming one qualification check conducted under the supervision of another designated examiner (may be carried out on a full-flight simulator)
- Copies of documents confirming at least two checks per year throughout the entire period of authorization
- A copy of the document confirming flight hours as a flight instructor
- A copy of the competence assessment sheet and the flight proficiency check report
- A copy of the certificate recognizing a foreign licence (if applicable)
ATS — examiner / senior examiner
Designation (examiner and senior examiner)
- An application in free form requesting designation as examiner (senior examiner) for ATS personnel
- A recommendation for ATC controllers and aeronautical station operators in the form of Annex 15 to Rules No. 517
- A copy of the identity document (passport)
- The annex to the aviation personnel licence
- A valid certificate of completion of examiner refresher training for ATS personnel
- A valid certificate of completion of instructor refresher training and instructor professional proficiency continuation training
- The qualification examination protocol for designation (the check is carried out by an Aviation Inspector of AAK JSC assigned to perform the function of the Examination Activities Division)
Extension — ATS examiner
- An application in free form requesting extension of ATS examiner authorization
- A copy of the identity document (passport)
- The annex to the aviation personnel licence
- The Examiner's Authorization
- A valid certificate of the professional proficiency continuation course for ATS examiners
- A valid certificate of the instructor professional proficiency continuation course
- The qualification examination protocol for extension (the check is carried out by an Aviation Inspector of AAK JSC or, by agreement, by a senior ATS examiner)
- At least two qualification examination protocols per year throughout the entire period of authorization
Extension — ATS senior examiner
- An application in free form requesting extension of ATS senior examiner authorization
- A copy of the identity document (passport)
- The annex to the aviation personnel licence
- The Senior Examiner's Authorization for ATS personnel
- A valid certificate of the professional proficiency continuation course for ATS examiners
- A valid certificate of the instructor professional proficiency continuation course
- The qualification examination protocol for extension (the check is carried out by an Aviation Inspector of AAK JSC)
- At least two qualification examination protocols per year throughout the entire period of authorization
AML — examiner (theoretical knowledge: module / aircraft type)
Designation
- An application in free form requesting designation as examiner, specifying the module(s) and/or aircraft type, engine, and category
- A copy of the identity document (passport)
- A recommendation for the examiner in the form of Annex 17 to Rules No. 517
- A valid certificate of successful completion of the initial training course for the relevant module or aircraft type
- A valid "Human Factors in Aircraft Maintenance" certificate (Module 9A/9B of the Standard Programmes) or a "Human Factors Course" for Module 9A/9B from an organization approved under Part-147
- A valid "Aviation Legislation" certificate (Module 10RK of the Standard Programme)
- A valid "Train the Trainers Course" certificate / "Professional Training of Instructor" certificate
- A valid initial "Assessor training course" certificate for examiners
Extension
- An application in free form requesting extension of examiner authorization, specifying the module(s) and/or aircraft type, engine, and category
- A valid certificate of the professional proficiency continuation course, or the initial "Assessor training course" for examiners (assessors)
- A valid "Human Factors Continuation Training" certificate for aircraft maintenance
- A valid "Kazakhstan and International Aviation Legislation Continuation Training" certificate
AML — assessor (practical skills by aircraft type / OJT)
Designation
- An application in free form requesting designation as assessor, specifying the aircraft type, engine, and category
- A copy of the identity document (passport)
- A recommendation for the AML specialist in the form of Annex 18 to Rules No. 517
- A valid Company Authorization Certificate (CAC) for the aircraft
- A valid "Human Factors in Aircraft Maintenance" certificate (Module 9A/9B) or a "Human Factors Course" for Module 9A/9B from an organization approved under Part-147
- A valid "Aviation Legislation" certificate (Module 10RK of the Standard Programme)
- A valid "Train the Trainers Course" certificate / "Professional Training of Instructor" certificate
- A valid initial "Assessor training course" certificate for examiners
- The AML specialist licence and its annexes (Annex XV)
Extension
- An application in free form requesting extension of assessor authorization, specifying the aircraft type, engine, and category
- A valid Company Authorization Certificate (CAC) for the aircraft
- A valid certificate of the professional proficiency continuation course, or the initial "Assessor training course" for examiners (assessors)
- A valid "Human Factors Continuation Training" certificate for aircraft maintenance
- A valid "Kazakhstan and International Aviation Legislation Continuation Training" certificate
- The current AML specialist licence and its annexes (Annex XV)
- A copy of the certificate recognizing a foreign licence (if applicable)
The full list of documents for each area of activity is set out in Section B.2 of the AAK JSC Procedure for the Designation and Extension of Authorization of Examiners (Assessors) (AAK-PEL-P.1030). All documents are submitted as scanned PDF copies through the «e-Otinish» system.
Submission and review · 20 working days

- The application is submitted through the unified «e-Otinish» platform for receiving and processing citizens' requests
- The application must include contact details (phone number, email) for correspondence
- The applicant consents to the collection and processing of personal data by AAK JSC
The absence of valid contact details or consent to personal data processing prevents the application from being reviewed.

- Checking the completeness of the document package against the list for the area of activity
- Cross-checking the application data against the identity document, the aviation personnel licence, and other documents
- Confirming the validity of the submitted certificates and special ratings
- Checking that training was completed at a certified ATO (or one recognized by AAK JSC)
- For extensions — checking the documents confirming at least two checks per year throughout the period of authorization
The application is reviewed and a response is sent to the applicant within 20 (twenty) working days from the date the documents are received.

The question of designating or extending an examiner's (assessor's) authorization is submitted to a meeting of the Qualification Commission (QC) of AAK JSC, which makes its decision in accordance with Chapter 7 of Rules No. 517 and the Statute on the QC (AAK-PEL-M.1035).
If the documents do not meet the requirements, the application is rejected on the basis of a negative QC decision stating the reasons for refusal — no later than twenty working days from the date the application is received.
Outcome

- The Authorization (Examiner's / Senior Examiner's Authorization) is signed by the Chief Executive Officer — Chairman of the Management Board of AAK JSC
- Validity period — no more than 3 (three) years from the date professional training is completed
- Each Authorization is assigned a unique registration number, which is retained by the examiner (assessor) regardless of any subsequent change in the status of authorization
- The information is entered into the Register of Issued Authorizations and published on the official website of AAK JSC
The final outcome is either the issuance of the Authorization or a reasoned refusal by the Qualification Commission stating the grounds.
