Procedure for registering unmanned aerial vehicles chevron

Unmanned aircraft systems with an unmanned aircraft with a maximum take-off weight of 0.25 kg or more and all unmanned aircraft systems, regardless of the maximum take-off weight of an unmanned aircraft included in the system, equipped with technical means capable of collecting personal data and (or) confidential information, with the exception of unmanned aircraft systems with an unmanned aircraft with a maximum take-off weight of 750 kg or more, which are subject to state registration in the manner prescribed by Chapter 2 of these Rules.

When registering an unmanned aviation system, the authorized organization issues a certificate of registration of an unmanned aviation system for a period of 5 (five) years or for the duration of the lease agreement in accordance with Annex 11 to these Rules.

When registering, the authorized organization assigns an onboard number to the unmanned aviation system.

The assigned tail number consists of seven characters and is applied in a font of at least 5 mm to an unmanned aircraft in a way that ensures the preservation and readability of the number when exposed to water.

Markings for unmanned aircraft with a maximum take-off weight of up to 1.5 kg are applied in three places, and for unmanned aircraft weighing more than 1.5 kg are applied in five places.

The assigned tail number contains the following information:

1) affiliation of the Republic of Kazakhstan – "Q";

2) classifier of maximum take-off weight;

3) design type classifier;

4) registration number.

The on-board number must be applied by the owner to the unmanned aircraft prior to its operation.

The registration of unmanned aviation systems is conducted by an authorized organization in the register of unmanned aviation systems of civil aviation of the Republic of Kazakhstan (hereinafter – the Register of Unmanned Aviation Systems).

The registration numbers of the registration of unmanned aircraft systems must correspond to their serial numbers in the Register of Unmanned Aircraft Systems.

The register of unmanned aircraft systems is maintained in the form according to Annex 12 to these Rules in paper form. If there is an appropriate protected software product, the Register of unmanned aircraft systems is maintained on electronic media with the possibility of duplication. If there is a discrepancy between the records on paper and electronic media, the records on paper media have priority.

The registration period, as well as the removal of an unmanned aircraft system from it, is 30 (thirty) working days.

Persons acquiring unmanned aviation systems for the purpose of operation shall submit to the office of the authorized organization or the e-mail of the authorized organization an application for registration of an unmanned aviation system in accordance with Annex 13 to these Rules within 10 (ten) working days from the date of acquisition of an unmanned aviation system on the territory of the Republic of Kazakhstan with the following documents attached:

1) a copy of the constituent document (for legal entities) or a copy of the identity document (for individuals);

2) a copy of the contract of sale or other document confirming ownership, or a court decision;

3) a copy of the lease, leasing, property lease agreement, other document confirming the right to use the unmanned aircraft system;

4) the type and serial (factory) number of the unmanned aircraft system, the engine number (if there is a number/if there is access to the engine number) and the station number of the external pilot (if available) (passport);

5) a copy of the declaration of technical conformity of an unmanned aircraft system with an unmanned aircraft of the corresponding maximum take-off weight, agreed with an authorized organization, or a certificate of conformity issued by an authorized organization in the field of civil aviation or a certificate of conformity of a copy issued by an authorized organization in the field of civil aviation;

6) a certificate of exclusion of an unmanned aviation system (in the case of an unmanned aviation system was registered by a foreign state) from the registration of a foreign state.

Introduction of changes chevron

Amendments to the Certificate of Registration of an unmanned aircraft System and to the Register of Unmanned Aircraft Systems are carried out by an authorized organization when:

1) change of the owner (owner) of the unmanned aircraft system and (or) his name and (or) his surname, first name, patronymic (if any);

2) changing the operator of the unmanned aircraft system and (or) its name;

3) expiration of the Certificate of registration of the unmanned aircraft system.

When making changes to the Certificates of Registration of an unmanned aviation system and to the Register of Unmanned Aviation Systems, the applicant submits to the office or e-mail of the authorized organization an application for making changes to the Certificates of Registration of an unmanned Aviation System and to the Register of Unmanned Aviation Systems in the form according to Annex 13-1 to these Rules with the attachment of the following documents:

1) the original of the certificates of registration of the unmanned aircraft system;

2) the documents provided for in subparagraphs 1), 2), 3) and 5) of paragraph 60 of these Rules.

When de-registering an unmanned aviation system, the applicant submits to the authorized organization:

1) an application for de-registration of an unmanned aircraft system in accordance with Annex 14 to these Rules;

2) a copy of the constituent document – for legal entities, or an identity document – for individuals;

3) a copy of the contract of sale or other document confirming the ownership (notarized), or a court decision;

4) a copy of the lease, leasing, property lease agreement, other document confirming the right to use the unmanned aircraft system;

5) the original Certificate of registration of the unmanned aircraft system.

In accordance with the submitted documents, the authorized organization issues to the applicant a Certificate of exclusion of the unmanned aircraft system from the register in accordance with Annex 15 to these Rules.

Refusal of registration chevron

The grounds for refusing registration or making changes to the Certificates of registration of an unmanned aircraft system and to the Register of Unmanned Aircraft Systems are:

1) establishing the unreliability of the documents submitted by the applicant and (or) the data (information) contained therein;

2) non-compliance of the applicant and (or) the submitted materials, data and information required for the issuance of registration Certificates with the conditions established by paragraph 64 of these Rules, respectively;

3) in respect of the applicant, there is a court decision (verdict) that has entered into legal force on the prohibition of aviation activities or its individual types;

4) in respect of the applicant, there is a court decision that has entered into legal force, on the basis of which the applicant is deprived of a special right related to obtaining Certificates of registration.

Refusal to issue Registration Certificates is carried out in writing within 15 (fifteen) working days from the date of receipt of the application.

When the identified deficiencies are eliminated, the applicant repeatedly applies to the authorized organization for registration or making changes to the Certificate of Registration of an unmanned aviation system and to the Register of Registration of an unmanned aviation system.
