In accordance with subparagraph 9) of paragraph 80 and subparagraph 4) of paragraph 81 of the Charter of «Aviation Administration of Kazakhstan» JSC, approved by order of the Chairman of the Civil Aviation Committee of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan dated November 18, 2019 № 442 (hereinafter – «AAK» JSC) I ORDER TO:

1. Approve examiners (assessors) designation and extension of examiners (assessors) authorization procedure AAK-PEL-P.1030 (hereinafter referred to as the Procedure).

2. «AAK» JSC Qualification Commission clerk (Technical Specialist of the ATO Division) (hereinafter referred to as the Commission), no later than 4 (four) business days from the date of signing this order, distribute this Procedure to all members of the commission, publish in the PEL Library Sharepoint for familiarization and usage, as well as send to the Press service for publication on the Internet resource of «AAK» JSC.

3. The Press service, no later than 2 (two) working days from the date of receipt of the notification, ensure the publication on the Internet resource of «AAK» JSC.

4. Control over the execution of this order shall be entrusted to the Chief Examiner of «AAK» JSC - Chief Aviation Inspector Kessikbayev A.B.

5. This order comes into force from the date of its signing.

On approval of the Guidance Material of the Department of Aviation Medicine 

In accordance with subparagraph 4) of paragraph 2 of Article 16-9 of the Law of the Republic of Kazakhstan “On the use of the Airspace of the Republic of Kazakhstan and aviation activities”, with subparagraph 3) of paragraph 79, subparagraph 9) of paragraph 80, subparagraph 4) of paragraph 81 of the Charter of the “Aviation Administration of Kazakhstan” JSC (hereinafter – the Company) with paragraph 34 of the Rules of Documentation, Documentation Management and Use of electronic Document Management system, as well as internal administrative procedures of the Company, approved by Order of the Director General dated March 25, 2023 No. 16/234-OD, I ORDER:

1. Approve the attached Guidance Material “AAK-MED-M.1120 Guidance material of the Department of Aviation Medicine”.

2. The Department of Aviation Medicine to acquaint all interested aviation medical inspectors of the Company with this order for use in their work, in the performance of relevant supervisory and control functions, preparation and conduct of inspections, checks and audits, issuance, suspension and revocation of AME and AMC certificates, medical certificates, consideration of situations on medical reports, regulation of the work of the expert commission, certification surveys and inspections of civil aviation organizations, improving procedures for monitoring compliance with standards at a level acceptable to civil aviation, as well as other functions within the framework of current legislation.

3. To impose control over the execution of this order on the Director of the Department of Aviation Medicine.

4. This order comes into force from the date of its signing.

On approval of selection, competence and appointment criteria for flight operations officer/flight dispatcher training instructors

In order to eliminate the comments by experts from the European Commission, the European Union Aviation Safety Agency (EASA) and the Member States of the European Union regarding to the necessity of developing guidance material (Observation (2021) B.06), which includes minimum requirements for the selection and assignment of flight operations officer instructors / flight dispatch instructors (FDI), I ORDER:
1. Approve the attached criteria for selection, qualification eligibility and assignment of instructors providing professional training of flight support personnel / flight dispatchers.
2. The Directors of Flight Operations and Licensing Departments provide informing the concerned parties about the necessity to apply the provisions of the document and its publication on the AAK JSC website.
3. The Control over the execution of this Order to assign by the Director of Flight Safety Management, Quality, Strategy and Compliance Department.
4. This Order enters into force from the date of signing and must be acquainted.

In accordance with the strengthening of restrictive and quarantine measures related to the deterioration of the epidemiological situation in the world on COVID-19 and the circulation of the omicron strain, guided by paragraph 2 of Article 7 and subparagraph 31) of paragraph 2 of Article 16-9 of the Law of the Republic of Kazakhstan «On the Use of the Airspace of the Republic of Kazakhstan and aviation activities», I ORDER:

1. To approve the attached temporary procedure for the recognition of the certificate of a foreign organization for the maintenance and repair of civil aviation equipment.

2. To extend until July 31, 2022, the validity period of previously issued Decisions on the recognition of Certificates of foreign aircraft maintenance and repair organizations, which expire on December 31, 2021 or January 31, 2022.

5. 6. This order comes into force on February 1, 2022 and is valid until the epidemiological situation in the world improves, but not later than July 31, 2022.

1. To approve the temporary procedure for the recognition of the foreign aircraft maintenance and repair organisations described in the Annex to this order.

2. To extend until 31 January 2022 the validity period of the previously issued Decisions on the recognition of Certificates of foreign aircraft maintenance and repair organisations, which expire on 31 December 2021.

On the Application of the Global Reporting Format for Runway Surface Conditions

In accordance with the entry into force on November 4, 2021 of the ICAO Standards on the Application of the Global Reporting Format for Runway Surface Conditions (hereinafter – GRF) in countries that have ratified the Convention on International Civil Aviation (Annexes 3, 6, 8, 14, 15 of the ICAO Convention), including Kazakhstan,

I ORDER:

Departments of flight operations, Air navigation, Aerodrome and Ground handling of JSC “Aviation Administration of Kazakhstan:

1. To ensure the use of GRF in Civil Aviation of the Republic of Kazakhstan from November 4, 2021;

2. This order approves the following instructions:

– Guidance material for aerodrome operators on the assessment and reporting condition of the runway surface in accordance with the GRF methodology (annex1);

– Guidance material on the application of the GRF for the assessment and reporting of data on the condition of the runway surface for the ANSP (annex2).

– Guidance material for aircraft operators to assess the take-off and landing characteristics of aircraft based on reports on the condition of the runway (annex 3).

3. The use of GRF should be carried out in accordance with the requirements of the Rules of performing the flights in civil aviation of the Republic of Kazakhstan, approved by the Order of the Acting Minister of Transport and Communications of the Republic of Kazakhstan dated May 16, 2011 No. 279, the Rules of verbality of radio communication upon performance of flights and air traffic maintenance,, approved by the order of the acting The Minister of Transport and Communications of the Republic of Kazakhstan dated October 15, 2010 No. 454, the rules for provision of aeronautical information in civil aviation, approved by the Order of the Minister for Investment and Development of the Republic of Kazakhstan dated June 30, 2017 No. 420 and on the basis of the instructions specified in paragraph 2 of this order.

4. To bring this order to the operators of certified aerodromes, air navigation service providers, aircraft operators.

5. Control over the execution of this order shall be entrusted to the Deputy Director General for Ground Support Bekmukhambetov Nurbek.

In order to establish a uniform order for issuing permissions to persons who have the appropriate pilot license with the aircraft type instructor (TRI) rating to train on a flight simulation training device (FSTD), necessary to obtain a pilot’s license or a rating, based on subparagraph 4 of paragraph 81 of the Charter of “Aviation Administration of Kazakhstan” JSC , guided by subparagraph 31, paragraph 2 of Article 16-9 of the Law “On the Use of Airspace of the Republic of Kazakhstan and Aviation Activity”, I ORDER:

In accordance with Article 16-2 of the Law of the Republic of Kazakhstan dated July 15, 2010 “On the use of the Airspace of the Republic of Kazakhstan and Aviation activities”, ICAO standards and recommended practices and continuous monitoring conducted within the framework of the ICAO Universal Program for Conducting Inspections, Organizing Control over Flight Safety and Aviation Security, safe, efficient and regular performance of air transportation, as well as to strengthen control and supervision in the field of transportation of dangerous goods by air, I ORDER:

To supplement the program of permanent supervision of flight safety by operators and civil aviation organizations for 2021 with Appendix No. 7 “Plan for conducting inspections of aircraft and airport operators (in terms of the transportation of dangerous goods by air) by the Dangerous Cargo Division of the Aviation Security Department in 2021”.

paragraph 2 of the order to be supplemented with sub-item 10) as follows:

“10) A temporary extension of the validity of cabin crew recurrent training, and qualification permits.”

Supplement the order with Annex 12 according to Appendix to this order.

4) admissions to the work of inspectors of the inspection unit of aviation security services, in accordance with Appendix 4 to this order;

appendix 1 from said order shall be stated in the reduction in accordance with appendix 1 to this order;

appendix 5 from said order shall be stated in the redaction in accordance with appendix 2 to this order;

appendix 6 from said order shall be stated in the redaction in accordance with appendix 3 to this order;

appendix 7 from said order shall be stated in the redaction in accordance with appendix 4 to this order;

to exclude appendices 2, 3, 4, 8, 9 from this order.

2. Directors of the Aviation Personnel Licensing Department Abdugalimov Zh.D., Airworthiness Department Shalekenova A.B. and the Department of Aviation Security Katyshev D.M. to take measures arising from this order.

3. Control over the execution of this order shall be entrusted to the supervising deputies of the General Director of Aviation Administration of Kazakhstan JSC.

On the eve of the 30th anniversary of the founding of the first in the Kazakh SSR of the aviation security service under the orders of the commander of the Almaty aviation detachment, as well as in accordance with paragraph 2 of the Protocol of the Republican meeting on the aviation security from 24 December 2019 No. 4 in the promotion and recognition of the importance of aviation security service, I ORDER:

  1. Hold events to honor employees of aviation security service February 1, 2021.
  2. Consider February 1 of each calendar year as the day of honoring veterans and active employees of the aviation security services.
  3. Form an organizing Committee for the preparation and conduct of the event from among the employees of JSC “Aviation administration of Kazakhstan”, airports (as agreed), airlines (as agreed) and the air navigation service provider (as agreed).
  4. Control over the execution of this order shall be assigned to The Deputy Director General for aviation security D.I. Yespotanov.
  5. This order shall come into force from the day of its signing.

Due to circumstances caused by COVID-19 pandemic, being guided by Paragraph 2 of Article 7 and Subparagraph 31) of Paragraph 2 of Article 16-9 of the Law of the Republic of Kazakhstan of July 15, 2010 «About use of airspace of the Republic of Kazakhstan and activity of aircraft», I ORDER:

«4. Due to the current situation in the world on COVID-19 aircraft operators whose C of A expire before November 30, 2020 have the right to apply for its extension of up to 120 calendar days. Annex 6 of the present order:

Paragraph 3 shall be amended as follows:

In the temporary procedure for the extension of previously issued decisions on the recognition of organisations for maintenance and repair of aircraft of civil aviation of foreign states:

Paragraph 1 shall be amended as follows:

«1. Due to the current situation in the world on COVID-19, aircraft maintenance and repair organisations of foreign countries (hereinafter referred to as “Foreign organizations”), whose validity period of previously issued Decisions on recognition of organisations for the aircraft maintenance and repair of foreign countries (hereinafter referred to as “Decision on recognition of the Certificate”), expires before November 30, 2020, have the right to apply for its extension of up to 120 calendar days. “Aviation Administration of Kazakhstan” JSC (hereinafter referred to as “AAK”) reserves the right to renew or suspend previously issued Decisions on recognition of the Certificate of Foreign organisations.».

2. Director of the Airworthiness Department, Mrs. Shalekenova A.B. to take measures arising from the present order.

3. The control over the execution of the present order shall be assigned to the First Deputy of Director General.

4. The present order comes into force from the moment of its signing and valid until November 30, 2020.

Due to failure to meet deadlines of Corrective Action plan to eliminate identified inconsistencies in the certification inspection of «Bek Air» JSC maintenance and repair of civil aviation equipment organization from 21ª January to 24th January 2020, guided by paragraph 5 of Article 12, paragraph 5 of Article 16-3 and subparagraph 10) of paragraph 2 of Article 16-9 of the Law of the Republic of Kazakhstan dated July 15, 2010 « About the use of the airspace of the Republic of Kazakhstan and aviation performance», I ORDER:

On approval of Temporary procedure for extension of previously-issued decisions on the recognition of maintenance and repair of foreign civil aviation

In connection with the circumstances caused by the Covid-19 pandemic, guided by paragraph 2 of Article 7 and subparagraph 31) of paragraph 2 of Article 16-9 of the Law of the Republic of Kazakhstan from 15th of July 2010 «On the use of the airspace of the Republic of Kazakhstan and aviation », I ORDER:

1. Approve the attached temporary procedure for extension of previously-issued decisions on the recognition of maintenance and repair of foreign civil aviation.

2. To director of Airworthiness Department Shalekenova А.B., take measures, arising from this order.

3. The control over the execution of this order is assigned to the Chief of Flight Safety.

4. This order comes into force from the moment of its signing and is valid until 30th of November 2020.

On some issues of certificates (licenses) renewal and approval of documents in the field of civil aviation

In connection with the circumstances caused by the Covid-19 pandemic, being ruled by paragraph 2 of Article 7 and subparagraph 31) of paragraph 2 of Article 16-9 of the Law of the Republic of Kazakhstan dated July 15, 2010 “On the Use of the Airspace of the Republic of Kazakhstan and the Activities of Aviation” and the Decree of the President of the Republic Kazakhstan dated March 15, 2020 No. 285 “On the imposition of a state of emergency in the Republic of Kazakhstan”, IT IS HEREBY ORDERED to:

  1. Approve:
  • temporary procedures for renewal of certificates and licenses issued in accordance with the legislation on the use of the airspace of the Republic of Kazakhstan and aviation activities, in Annexes 1-9 to this order;

2) temporary procedures for approval of aviation security programs, in Annexes 10 and 11 to this Order.

  1. Renew until November 30, 2020:

1) licenses of aviation personnel, ratings and special remarks, as well as courses to maintain professional level, that expire until October 31, 2020 in accordance with Annex 1 to this Order

2)  certificates of Aviation Training Centers, simulator conformity certificate that expire until October 31, 2020 in accordance with Appendix 2 to this Order;

3) aerodrome (heliport) certificates and certificates of the airfield lighting serviceability in accordance with Annex 2 to this Order;

4) certificates of civil aircraft operator, certificates of aerial works and certificates for flight of general aviation operators, which expire until October 31, 2020, in accordance with Annex 4 to this Order.

5) aircraft airworthiness certificates, which expire until June 1, 2020, in accordance with Appendix 5 to this Order;

6) certificates of maintenance facility and repair of civil aviation equipment, which expire until June 1, 2020, in accordance with Appendix 6 to this Order;

7) work authorizations for inspectors of the aviation security service in accordance with Appendix 7 to this Order;

8) work authorizations of aviation security service personnel, coordinating- instructors, aviation security training instructors in accordance with Appendix 8 to this Order;

9)  certificates for the inspection by the airport aviation security service in accordance with Appendix 9 to this Order.

  1. It shall be obtained approval of:

1) aviation security training and retraining programs in accordance with Appendix 10 to this Order;

2) aviation security programs of aircraft operators, airports (aerodromes) and other organizations, as well as the facilitation programs of airport in accordance with Appendix 10 to this Order.

  1. Aviation medical centers of Almaty and Nur-Sultan shall ensure compliance with paragraph 34 of the Rules of medical certification and examination in civil aviation of the Republic of Kazakhstan, approved by order of the Minister of Investment and Development of the Republic of Kazakhstan dated June 5, 2017 No. 324, regarding renewal of medical certificates in cases of emergency and force majeure (natural disasters, military operations).
  2. This order extends to all operators engaged in commercial air transportation, types of aireal work and flights for general aviation purposes, aviation personnel, maintenance and repair of aviation equipment certificate holders, owners of aircraft airworthiness certificates, owners of certificates of aerodromes (heliports), owners of ATO certificates, as well as civil aviation organizations, in terms of ensuring aviation security, for whom Aviation Administration of Kazakhstan JSC shall constituent an authorized organization.
  3. Directors of the Departments for aviation personnel D. A. Bizhanov, flight operations I.Y.Petyashin, airworthiness A. B. Shalekenova, airfields and ground handling S. A. Yeroshina, aviation security D. M. Katyshev, air navigation O.A. Avdeev shall take measures arising from this order.
  4. The following orders of the General Director of “Aviation Administration of Kazakhstan” JSC shall be deemed no longer in force:

1) dated March 22, 2020 No. 101 “On the extension of the validity of certificates and licenses”;

2) dated March 27, 2020 No. 104 “On the extension of the validity of certificates for the organization of inspection by the aviation security service of airport, certificates of work authorization of aviation security specialists, crew member certificates”;

  1. The control over the execution of this order shall be assigned to the coordinating deputies of the General Director of Aviation Administration of Kazakhstan JSC and the Head of Flight Safety.
  2. This order comes into force from the moment of its signing and is valid until November 30, 2020.
