Key Air Traffic Management Issues Discussed at the ICAO ANSISG/09 Meeting in Chisinau

The 9th meeting of the ICAO Air Navigation Services Implementation Support Group (ANSISG) and a seminar on the implementation of Remote (digital) Towers and Area Control Center (ACC) operations were held in Chisinau (Moldova).

The meeting was attended by representatives of ICAO, the European Organisation for the Safety of Air Navigation (EUROCONTROL), the International Air Transport Association (IATA), as well as Azerbaijan, Algeria, Armenia, Georgia, the Kyrgyz Republic, Moldova, Russia, Romania, Tajikistan, Türkiye, Uzbekistan, and Ukraine. Kazakhstan was represented by Adil Umurtayev and Vyacheslav Skiteykin from the Aviation Administration of Kazakhstan, as well as Kairat Tlenshin from RSE “Kazaeronavigatsia.”

During the meeting, elections for the Chair of the ANSISG working group were held. Upon nomination by the Civil Aviation Committee of the Republic of Kazakhstan, Kairat Tlenshin, Deputy Director of the Air Traffic Management Department of RSE “Kazaeronavigatsia,” was unanimously elected as Chair of the group.

The meeting and workshop addressed the following key topics:

- ICAO European and North Atlantic Office Updates: Information on current ICAO document revisions and results of recent meetings regarding air navigation services.

- Safety Data Analysis: Detailed information and statistics collected by Eurocontrol based on the analysis of air traffic management incident reporting ("EvAir").

- State Reports: Updates on significant operational improvements in air traffic management (ATM), aeronautical information management (AIM), meteorological services (MET), radio-technical flight support (CNS), aerodrome operations, search and rescue (SAR) organization, and related objectives.

- Interoperability: Issues regarding interaction and functional compatibility at national, regional, and inter-regional levels.

Representatives of the Aviation Administration of Kazakhstan JSC presented the Report of the Republic of Kazakhstan for 2025, covering flight statistics in Kazakhstan's airspace, air navigation service activities, and the implementation of ICAO Air Navigation System Block Upgrades (ASBU).

The sessions delved into the ASBU framework, which is a core component of the ICAO Global Air Navigation Plan. ASBU aims to create interconnected automated systems for air traffic services, airports, meteorology, aeronautical information, search and rescue, avionics, eco-friendly climb and descent profiles, and strategic flight planning.

The workshop specifically focused on the practical implementation of Remote (Digital) Towers. Participants reviewed case studies and presentations from system manufacturers and discussed the operational experiences of Romania, Norway, Lithuania, and Azerbaijan.

Meeting participants concluded by discussing the current state and achievements of air navigation services in the Europe and Central Asia regions. They emphasized the integration of modern technologies, personnel qualification, data exchange mechanisms, and the strengthening of regional cooperation to foster the continued development of aviation systems in the region.
