The Civil Aviation Committee and the Aviation Administration of Kazakhstan warn against conducting aviation activities without proper authorization documents

28/04/2026

In order to prevent possible cases of performing aviation activities without the required permits, the Civil Aviation Committee (CAC) and the Aviation Administration of Kazakhstan (AAK) remind operators of the need to strictly comply with the legislation of the Republic of Kazakhstan and the inadmissibility of carrying out activities in violation of established regulations.

Aviation activities may only be carried out by certified operators holding a valid certificate granting the right to perform aviation activities, issued in accordance with established procedures.

Conducting aviation activities without the above-mentioned certificate, as well as without the relevant operational specifications, constitutes a violation of the legislation of the Republic of Kazakhstan and entails liability as предусмотрено by law.

Operators are required to ensure:
✓ the availability of a valid certificate for conducting aviation activities;
✓ compliance of aircraft with airworthiness requirements;
✓ proper licensing and qualification of aviation personnel;
✓ mandatory civil liability insurance coverage;
✓ compliance with flight safety requirements, including established meteorological minima and operational limitations.

The CAC and AAK emphasize that illegal activities in the field of aviation operations pose a direct threat to flight safety, as well as to the life and health of individuals and property.

Individuals and organizations carrying out aviation activities without appropriate certification will be subject to administrative measures, including the prohibition of aircraft operation and referral of materials to law enforcement authorities.

The CAC and AAK urge operators of civil aircraft to strictly comply with the legislation of the Republic of Kazakhstan and to conduct activities only with valid authorization documents.
