On Amendments to the Rules for the Carriage of Musical Instruments by Air Transport

The Ministry of Transport of the Republic of Kazakhstan is introducing amendments and additions to the Order of the Minister for Investment and Development of the Republic of Kazakhstan dated April 30, 2015, No. 540 “On Approval of the Rules for the Carriage of Passengers, Baggage and Cargo by Air Transport.”

 

Based on numerous requests from citizens, the draft amendments, for the first time at the regulatory level, establish the right of passengers to carry musical instruments in the aircraft cabin as carry-on baggage in a case, including the dombra and kobyz, provided that their dimensions and weight do not exceed 110 × 35 × 30 cm and 10 kg.

 

According to these amendments, if a passenger is carrying only a musical instrument, for example a dombra, it may be transported free of charge as carry-on baggage. If a musical instrument is carried as an additional item of carry-on baggage exceeding the standard allowance, the excess shall be subject to payment in accordance with the applicable airline rules.

 

The adoption of these amendments is aimed at enhancing the protection of passengers’ rights and improving the regulation of the carriage of musical instruments by air transport. The expected timeframe for adoption is by the end of May 2026.
