In October 2016, by Resolution 39 of the ICAO Assembly, in order to “solve the problem of any annual increase in the volume of cumulative emissions (emissions) of CO2 from international flights”, the global market mechanism Carbon Offsetting and Reduction System for International Aviation - CORSIA was approved.

The implementation of the monitoring, reporting and verification system CORSIA began on January 1, 2019. CORSIA's monitoring, reporting and verification requirements apply to all ICAO Member States.

To date, 115 ICAO participating States have formally notified ICAO of their intention to volunteer to participate in the pilot and first phases of CORSIA.

In 2019, AAK JSC informed ICAO of its readiness to participate in the pilot phase of compensatory measures in 2021–2023. In accordance with ICAO requirements, the Aviation Administration is working to introduce additional requirements into the aviation legislation of the Republic of Kazakhstan regarding emissions monitoring.

The amount of CO2 emissions from Kazakhstani airlines for 2019 amounted to 832,026 tons, for 2020 the amount of emissions was 315,805 tons, for 2021 491,433 tons.
