The Aviation Administration of Kazakhstan and Transport Accident and Incident Investigation Centre have signed a Memorandum of Understanding aimed at strengthening cooperation, delineating the roles and responsibilities of the Aviation Administration of Kazakhstan and the Transport Accident and Incident Investigation Centre, enhancing flight safety, and improving the national aviation accident and incident investigation system.

The Memorandum was signed by Michael Daniel, Chief Executive Officer of the Aviation Administration of Kazakhstan, and Darkhan Katyshev, Chairman of the Management Board of  Transport Accident and Incident Investigation Centre.

The Memorandum provides for long-term cooperation between the organizations, regular exchange of information and expertise, and coordination of organizational and procedural matters within the respective mandates of the Parties.

One of the key areas of cooperation will be the enhancement of the national aviation accident and incident investigation system in accordance with the Standards and Recommended Practices of the International Civil Aviation Organization (ICAO), including the provisions of Annexes 13 and 19 to the Convention on International Civil Aviation.

Under the Memorandum, the Parties will cooperate on the exchange of data and analytical materials, improvement of legislation and existing procedures, development of mechanisms for inter-organizational cooperation, as well as the implementation of international best practices in aviation accident and incident investigation and accident prevention.

The Memorandum also provides for joint preparations for ICAO activities and audits, including the ICAO Universal Safety Oversight Audit Programme – Continuous Monitoring Approach (USOAP CMA).

An important principle of the Memorandum is to safeguard the independence of aviation accident and incident investigations from regulatory, certification, operational, state control, and oversight functions.

Implementation of the agreements reached will strengthen the exchange of information and professional expertise, enhance the effectiveness of identifying and preventing risk factors, and further support the implementation of international standards and best practices in flight safety.
